Oracle 10g - tuning and diagnostics pack recommended or essential?

We are upgrading from 9i to 10g and our consultant advised us that the Tuning and diagnostics packs were highly recommended.

Add to that the instructor on an Oracle tuning course also said they are extremely valuable packs.

However, the packs are very expensive (for our config) and therefore would like to know if the general though is that they are useful, recommended, essential or "consider as part of the DB"?

We run an OLTP system for about 1000 users, DB size is 100GB.
