Oracle 10g Partition features problem..

Hi All,
we have installed the Oracle 10g database.But we are not abe to create any partition on any tables.saying "Partition feature is not enabled".We have checked the v$option table,then we found the partition feature value is FALSE.

So,now my question is can we update the table v$option to enable the partition feature on my 10g database or is it any other way to enable the partition feature.

pls help me to sort out the problem..
