[oracle 10g] ora-27101 shared memory realm does not exist windows xp

I am getting following error on executing this command

sql>connect system

password :

ora-01034: ORACLE not available
ora-27101: shared memory realm does not exist windows

I have set the ORACLE_HOME, ORACLE_SID, path & TNS_ADMIN variables. Still not working. Also, i have started services.

I also cannot open the database home page i.e.127.0.0.1:8081/apex

8081 is the set port.
