Oracle 10g database homepage not working?

Oracle 10g database homepage not working?
Hi just i installed oracle database 10g express edition but after the restart the oracle database homepage wont open http://127.0.0.1:8080/apex that link always telling cannot display...

here i have posted lsnrctl status
