ORACLE 10G CANT FIND SPFILE ON ASM DISK

installed oracle 10.2 on RH EL4(centos) using asm for storage
database works at end of install
db is shutdown normally
when I try to starup again I get

SQL> startup
ORA-01078: failure in processing system parameters
ORA-01565: error in identifying file '+NSTOR1_DG1/ractest/spfileractest.ora'
ORA-17503: ksfdopn:2 Failed to open file +NSTOR1_DG1/ractest/spfileractest.ora
ORA-15077: could not locate ASM instance serving a required diskgroup
SQL>

wjat am I missing
