Oracle 10g (10.2.0.4), BDE Admin, Windows7 (x64)

Hi,

I cant seem to figure this one out. I really need to use this silly combination.

1) Install Oracle 10g (10.2.0.4) Client (RUNTIME INSTALLATION)
2) Install BDE Admin (5.02) to c:\Program Files\Common Files\Borland Shared\BDE
(Since BDE will crash and burn if installed under c:\Program Files (x86)...)
3) Receive error from application start: Cannot load an IDAPI service library. File: SQLORA8.DLL. Alias: DB

Any help on this one?
What should I start look for?

* I have checked that the PATH contains the Oracle BIN folder.
* I have given full control to BDE and ORACLE registry and folder structures
