Ora XE installation on read-only media (CD/DVD)

I am interested in installing Oracle XE with given HTMLDB apps on CD/DVD so that the end-user just need to pop up the CD/DVD and start using the apps. No data will be interactive (no logs for example).

Is there a way to configure the database to be read-only (and htmldb) in order to achieve this result?
