ORA-65048 encountered while dropping a Common user in 12c database

Hi 12c Users,

encountered with ORA-65048 and ORA-01918 error while dropping a common user with cascade option.

ORA-65048: error encountered when processing the current DDL statement in pluggable database

ORA-01918: user '' does not exist

My question is how to drop a common user in a container database .
