ORA-38301:can not perform DDL/DML Over Object in Recycle Bin V10.2.0.3.0

Attempting to drop user POWER, which owns various object in DB. I have purged all recycle bins that I know of for SYS and POWER:
Userid: Sys
purge user_recyclebin
purge dba_recyclebin
Userid: Power
purge user_recyclebin

I tried dropping the user power, get that message. Did so from SQL prompt and Enterprise manager. Also tried dropping the 2 tablespaces associated with the user, get same error.

Not sure what is happening here, any thoughts? No complicated setup here. Database is in noarchivelog mode. Tons of disk space and memory on the machine. There are 3 instances in this database.

Also tried "alter system set events '10851 trace name context forever, level 2';", this did not work.
