ORA-33288: Another user has incompatible access to analytic workspace

A customer of ours is encountering following error when are doing an action (Refresh Data) from EBiz Project Portfolio Analysis responsibility
## Detail 0 ## java.sql.SQLException: ORA-34344: Analytic workspace FPA.FPAPJP is not attached.
ORA-06512: at "APPS.FPA_UTILITIES_PVT", line 129
ORA-06512: at "APPS.FPA_PROCESS_PVT", line 2467
ORA-33272: Analytic workspace FPA.FPAPJP cannot be opened.
ORA-33288: Another user has incompatible access to analytic workspace FPA.FPAPJP, and the wait timeout has expired.

I searched the OLAP documentation, metalink, google but all just suggest "Wait until the conflicting user is done.". We waited for and asked their DBA to check on the active connections but none has proven to help us.
Questions:

1. How to avoid this error?
2. How do we know the number of users / user details connected to FPAPJP workspace?
3. How can we close those sessions?
