ORA-32017: failure in updating SPFILE

Hi,

I am on Ora 9ir2. I am giving the command below on SQL*PLUS

alter system set LOG_ARCHIVE_DEST_1 ='Location=d:/myloc MANDATORY' SCOPE BOTH

and i get the following error

ORA-32017: failure in updating SPFILE
ORA-00439: feature not enabled: Managed Standby

Anyhelp from out there.
