ORA-32001: write to SPFILE requested but no SPFILE specified at startup

SQL> alter system set
2 fast_start_mttr_target=300 scope=both;
alter system set
*
ERROR at line 1:
ORA-32001: write to SPFILE requested but no SPFILE specified at startup

How i can specify SPFILE at startup?
