ORA - 3136 WARNING Inbound Connection Timed Out

I found this Note in metalink Note:465043.1 to fix this issue and I have a question.
My setup consists on a 2 nodes RAC 10.2.0.3. I found sqlnet.ora on only one server.

Does every node on the RAC needs to have this file or with one member having it is enough?
