ORA-3136: potential problem related to firewall, NAT or network conf

Hi expert,
in my alert log i'm reading this error

WARNING: inbound connection timed out (ORA-3136)
...

WARNING: inbound connection timed out (ORA-3136)
There are many forum or post on internet about this error, and all suggest to set INBOUND_CONNECT_TIMEOUT_listenername to 0. This error is related to a connection attempt was made, but the session authentication was not provided before the INBOUND_CONNECT_TIMEOUT seconds.

I have one question, I don't undestand why this is potential problem related to firewall, NAT or network configuration.

Can someone explain me?
