I searched for that error on this forum; but that information is not that helpful.

I have tried registering xml schema using OEM console.

Schema URL:http://www.yyy.com/hsp_common.xsd (This is a dummy URL)
Owner: a local schema that has both create view, alter session privileges

Scope: XML schema is visible only to the user creating it.

Schema Text: From a file in the local file system
C:\proj\xml\hsp_correlations.xsd

When I hit create, I got the following errors.

ora-31000: resource 'hsp_common.xsd' is not an XDB schema document
ora-6512: at "XDB.DBMS_XMLSCHEMA_INT", line 20
ORA-6512: at "XDB.DBMS_XMLSCHEMA", line 31
ORA-6512: at line 2

Oracle 10g EE release 10.2.0.2.0 - 64 bit
