ORA-29273 - Operation timed out

APEX 19.1/Oracle 12.1, on-premises

One of our apps uses the Social sign-on authentication scheme with Okta as an identity provider. It was working fine but now it throws an error.

How do we go about troubleshooting this? The Authentication Scheme and Web Credentials look fine, what else to check? What exactly is timing out and why?
