ORA-29273: HTTP request failed ORA-06512

I have a page with a URL- type region that is supposed to display an Oracle Forms application from within APEX. It worked fine on the version of the app that is on another host, but when we moved it to the current host, it started displaying this error message where the region was supposed to be displayed:

ORA-29273: HTTP request failed ORA-06512: at "SYS.UTL_HTTP", line 1674
ORA-24247: network access denied by access control list (ACL)

Any suggestions?
