ORA-28232 w/ DBMS_OBFUSCATION_TOOLKIT

I am attempting to use DBMS_OBFUSCATION_TOOLKIT.DESEncrypt on an Oracle 8.1.6.3 database. However it keeps throwing the 28232 error. However I am definitely using an 8 character password.

Does anybody know what the problem might be?
