ORA-28113

Hi, I tried to compile some packages but, some returned have errors, when I tried to run a select
As below:
select * from xs$data_security;
ORA-28113: policy predicate has error

P.S.: OEL5 with Oracle Oracle Database 11g Release 11.2.0.1.0 - 64bit Production
