ORA-28040: No matching authentication protocol during RCU installation

I have installed ODI 12.2.1.3.0 on Windows Server 2012. My database is 12.2.0.1.0. I have a working SQL Developer installation that connects to the database with no problem. I am using the same connection criteria in the RCU installer, and getting the error shown below: ORA-28040: No matching authentication protocol. What might I try?
