ORA-28035

When I try to connect to Oracle8i database,
I get ORA-28035 error that means that:

ORA-28035 Cannot Get Session Key for Authentication

Cause: Client and server cannot negotiate shared secret during logon.

What can be the reason that key cannot be obtained?
