ORA-28009: connection to sys should be as sysdba or sysoper

I am issuing following command on windows 2000 Adv Server on SQL*Plus: Release 9.0.1.0.1 - Production

Set ORACLE_SID=MANU
SQLPLUS sys/manu @manu /as sysdba

ERROR:
ORA-28009: connection to sys should be as sysdba or sysoper

why?
