ORA-26932: Streams configuration is not allowed in a container database

I am trying to configure bi-directional streams using two pluggable databases. But when I tried to configure capture and apply queues in both databases I get an error:

ORA-26932: Streams configuration is not allowed in a container database

any idea how I get over this?
