ORA-24327: need explicit attach before authenticating a user

Hi all,
I have newly installed Oracle 10g on Linux AS4. when i completed the installation, i connect to the database from client using sqlplus, it was working fine. then i restart my db server and try to re-connect from the client using sqlplus, it's giving the error "ORA-24327: need explicit attach before authenticating a user".
How to resolve the problem?
