ORA-24327: need explicit attach before authenticating a user

Hi,
I am trying to test connectvity to one of my billing applications and thrown the above error.

I have input the login credentials correctly as in the tnsnames.ora file, still this error pops up.
I am able to establish connectivity with the database but not able to login to my GUI application.

Can someone help me out get around this issue?
