ORA-21779: duration not active

Hi Friends,

Environment:SUN Solris 10
Cluster Version:10.2.0.3
database Version:10.2.0.3.0

on node 2 its giving the below error

ORA-21779: duration not active

this error is genrated per 10 sec.. this is very critical server..

Please suggest how could i identify that which application or process is creating this issue..
