ORA-20110: User "APPS" lacks required "SQLT_USER_ROLE"

I have a DB 11.1.0.7 running onHPUX 11.23, I installed the sqlt without error

When I execute sqlt I have problems:

ERROR at line 1:

ORA-20110: User "APPS" lacks required "SQLT_USER_ROLE" role or SQLT is not

properly installed. Review installation NN_*.log files.

ORA-06512: at line 6
