ORA-20053: Invalid Filehandle

Hi,

User is trying to create file using pl/sql procedure.But not able to create the file in the utl directory...but utl directory has full permissions.

is getting the error:ORA-20053: Invalid Filehandle

What could be wrong here

Anyone please help...
