ORA-20001: The printing engine

Hello:

I'm trying to print a report in APEX. I have BI Publisher installed per the instructions found in the document configure_printing.html....

I saved the PDF file so I can open in the text editor and the following appears:
<pre>report error:
ORA-20001: The printing engine could not be reached because either the URL specified is incorrect or a proxy URL needs to be specified.</pre>

I don't understand how to fix this problem.
