ora-1652 error on tablespace with available space

Can anyone help me understand what is going on with this "ORA-1652: unable to extend temp segment by 128 in tablespace DWH_REP_DATA" ? Database is 11g (windows 2008)

It appears that my tablespace has 15g free but is running out of space. The tablespace file size = the tablespace max file size. If there is so much free space why isn't it being used? Other than adding more disk to the tablespace how do I fix this?
