ORA-1632: max # extents reached in index

I am working with oracle8i (8.1.7.0.0) and tablespaces are Dictionary manage

So my question is

Do i need to increase the tablespace size before increase the value of MAX_EXTENTS parameter as tablespace is used by 90 % ?

or what should be better way to solve this ?
