ORA-12638: Credential retrieval failed

I just installed XE on XP with SP2 and i could not connect the database. I found ORA-12638: Credential retrieval failed error in config log files. I am getting the same error if try to connect thru sqlplus.

I have ora 9.2 installed on this PC but none of its services are running. All new XE services running fine but could not connect.

do i have to completely remove Ora9.2 in order to try XE and its new features?

thanks in Advance.

PS: installed user and logged in user are same. And the name is listed in ORA_DBA group.
