ORA-12637 PACKET RECEIVE FAILED.

Guys,
Everytime I test my oracle host connection,I'm getting error below:
ORA-12637 PACKET RECEIVE FAILED.
I've the following in SQLNET.ora
AUTOMATIC_IPC = OFF
TRACE_LEVEL_CLIENT = OFF
SQLNET.INBOUND_CONNECT_TIMEOUT=20

Can someone help me to get out of this problem?
