ORA-12637

We are currently running Oracle Database 8.1.7 on a Windows NT Environment:

When trying to connect the following error message shows up:

Unable to make connection, ORA-12637: Packet receive failed (Connection works only for a short time; upon new login attempt error message appears again)

How can we solve this issue?
