ora-12631: Username retrieval failed

Hi all!
I try to connect via sqlplus and i'm being told there's no listener. When i check using lsnrctl\start, i'm told my listener's already running..
When i try launching the SQLPLUS from f:\oracle\ora92\bin and i enter my username/password, I'm getting this on my server.

ora-12631: Username retrieval failed

Could u plz show me the way forward. Thnx so much.
