ORA-12571 TNS : Packet Writter Failure

HI everybody¡

I'm a DBA ORACLE 8i
I installed ORacle 8.1.6 in differents ORacle Home
I previously installed Discoverer, then I installed ORacle Enterprise Manager 8.1.6.
The installer configures the listener and tnsnames.
I use the Net 8 assistant to configure both archives but when I try to test my Names Service, the assistants shows me: Connecting...ORA-12541: TNS:no listener
The test did not succeed.

I don't think the problem is Names Service configuration

Questions:
Is the listener.ora which is damage o incorrect?
Is the service Oracletnslistner the real problem?
Is the database dedicated mode which is causing problems?
I red the log listener in subdirectory log and I see this information:
TNS-12571: TNS:packet writer failure
TNS-12560: TNS:protocol adapter error
TNS-00530: Protocol adapter error
32-bit Windows Error: 53: Unknown error
TNS-12500: TNS:listener failed to start a dedicated server process
TNS-12571: TNS:packet writer failure
TNS-12560: TNS:protocol adapter error

NOte: I have Oracle in Windows 2000 platform and SP 4. I was using this platform some days ago and I hav´t this serious problems.
