ORA-12571: TNS:packet writer failure.

Hello,
I have this following regualar error between my primary and DR server, the error is:
ORA-12571: TNS:packet writer failure.
I turn the sqlnet trace and i found the following error:

I think the interesting part is the one in bold, however i dont know what the hell does mean?
Any help to avoid this error please?

OS is windows 2003
Oracle is 10.2.0.4
