ORA-12571: TNS:packet writer failure

hi everybody
i am using oracle 8i and report 6i
all user accessing server. server is running properly
but on of them user getting problem as ORA-12571: TNS:packet writer failure
i reinstall report runtime on this user's machine but problem still there
can anybody help me what is prob.
need ur help
with thanx
