urgent request

i ahve a database10G R2 i'm already install it and configration services
it's work fine and i can log on to database SQL

and i have oracle developer6I not accepted connect to database
and back this message ORA-12571 : TNS:Packet writer failure
manual and wizard configration

any body can help me to solve this problem
