ORA-12547: TNS:lost contact

I am getting the following error connecting to the database:
ORA-12547: TNS:lost contact

I was able to connect to the database before a recent upgrade to Oracle 11g.
Oracle 10g client is on my machine
Some other machines are able to connect while others are not. There seems no apparent reason why.
TNSPING shows that the connectivity is there and no firewall is blocking.

Installed Oracle 11g client and tried to reconnect but the same error persists.
