Oracle Database Discussions

Hi, i've installed Oracle 10g on Windows 7 x64 and i have the following issue.
When i try to connect to the database i get the following error

ORA-12546: TNS:permission denied

I've searched on google about this and didn't find anything usefull.
I have the listener service as well as the other oracle services running in Local System Account
I have a group called ora_dba "Oracle DBA Group" in wich my user account, the administrator account and the system account are.

I put the output of LSNRCTL status
