ORA-12545: Connect failed because target host or object does not exist

Hi, for some reason I am getting this error when trying to connect through both Navicat and command promt with the user/pass@servicename. I have followed up by changing the host from actualy machine name to all different things:
• localhost
• 127.0.0.1
• LAN IP

But none gt away from this error. I have also tried turning into a static IP but still same error (with rebooting).

Any suggestions?
