ORA-12545 Connect failed because of target host.

Hi, I have an application server and a database server, i have added the entry in the application servers tnsnames to point to the database on the database server.

On the application server i can ping the server using the ip address and it works. Obviously the application server doesnt have a listener as most of the trouble shooting for the above message says to check the listener. This has been implemented on a number of our other servers but the problem is when i connect to sqlplus on the application server and connect as sys as sysdba

i get ora-12545: Connect failed because of target host or object doesnt exist.

please help
