ORA-12543: TNS:destination host unreachable

hi,

could someone please help me with not being able to connect to the oracle 11g express edition database using sqlplus?
i can connect with,

connect / as sysdba;

but when i give my username and password it says,
ORA-12543: TNS:destination host unreachable.
