ORA 12541 TNS NO LISTNER

I am the new user of ORACLE. I Installed the oracle DB 10g in my notebook. Operating System is Windows Vista. After that I log into SQL PLUS. I can logging using scott/Tiger . But SYS and SYSTEM I cant loging.It show ORA 12541 TNS NO LISTNER error massage.

In enterprise manager I can loging SYS and System. I check may services..It show oracle lisnter is running. But SQL PLUS I cant Loging.

How can I fix this error?. But,I want to install Oracle Developer.

Please Help me.
