ORA-12541 TNS Listener error

Recently my company received an HP Proliant server from its subsidiary. The server was loaded with Oracle 10g on Red Hat Linux Enterprise Server 2.1.3. ELSMP. After doing the necessary changes to access to server locally, I've been hit with the error:

"Warning: ora_logon() [function.ora-logon]: Oracle: Connection Failed: ORA-12541: TNS:no listener in /var/home/www/ggnet01.vicosys.com.hk/htdocs/ggnet/include/core.php on line 14
Database connection failed: ORA-12541: TNS:no listener"

I've searched for the error and tried the methods to fix it but nothing. I'm new to such a system so any help will be appreciated. Thanks in advance.
