ORA-12537 tns:connection closed

i am using oracle 10g and i have configure the tnsname.ora nad sqlname.ora file but whenever i want to connect using the service name, i receive ora-12537 tns:connection closed. can anyone assist on how to resolve this.i have checked the firewall and is not blocking any oracle connection.
