ORA-12528 Listener exception

Hi Experts,

i installed oracle database in my ca system before i connected we but now i am trying to connect SCOTT user it is showing error like

ORA-12528 TNS: listener all appropriate instances are blocking new connectins

please hep me how to connect my database
