ora-12528 all appropriate instances are blocking new connections

i am trying to apply flashback , yesterday it was working fine but today not able to open the db in mount stage

db name is flash

shutdown immediate

startup mount(all appropriate instances are blocking new connections)

ORA-12514: TNS:listener does not currently know of service requested in connect descriptor

plz help
