ORA-12520-TNS listener error

Hi,

I have created a new oracle 10g database.
In this I frequently get the error message

ORA-12520: TNS:listener could not find available handler for requested type of server

Restarting the oracle services helps me for a short while and the problem occurs again.

Could you please help.
